Elcome’s Vessel Traffic Service (VTS) solutions are designed to contribute to the safety of life at sea and navigational efficiency, protecting the marine environment, the adjacent shore area, worksites and offshore installations. Our solutions conform with applicable laws and guidelines for VTS, including Regulation 12, SOLAS Chapter V on Safety of Navigation, the framework set by The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA), national legislative measures and Port State Control procedures.
Vessel traffic management and information systems (VTMIS) built on the basic VTS platform with enhanced architecture and integration of sensors and communication services for monitoring and surveillance. These C2/C4I systems enable inter-networking of multiple sites to provide a streamlined and cohesive situational view to enhance maritime domain awareness beyond territorial waters. It is also an important tool in operations for law enforcement, fishery control and monitoring, anti-piracy, environment protection, oil spill response, and search and rescue (SAR).
Our port or harbour VTS monitors vessel traffic to ensure safety and efficiency for marine vessels. VTS in port areas may also be required to provide navigation assistance service (NAS).
Our coastal VTS assists the safe and expeditious passage of shipping through coastal waters. It may also be used in providing pilotage services. Our system also meets IALA guidelines when the VTS area covers an international strait or extends beyond territorial waters.
Our inland VTS improves the safety and efficiency of navigation, safety of life and the protection of the environment and/or the adjoining waterway banks, nearby residents and enterprises from possible adverse effects of vessel traffic.
Our offshore VTS is used for the collision avoidance as well as the protection of oil & gas platforms and other offshore assets. Target separation requirements may be relaxed for offshore VTS due to the lower traffic density.
Key functions of the fisheries vessel monitoring system (VMS) is the identification, monitoring and control of fishing vessels in the territorial waters or Exclusive Economic Zones (EEZ) by the fisheries management center.
